Re: Resolution Transferring Funds
Enclosed is a resolution transferring $11,544 out and from the Clerk-Council Services -
Contingency Relief account and crediting it to the Department of Parks and Recreation's
Recreation Division Salaries and Wages account. At the County Council meeting held on
June 1, 2007, funding for the Recreation Technician III 2/5T position (position number 00-
04042) for the Kekuaokalani Gym in Kona, was removed from the Parks and Recreation's
budget and placed into the Contingency Relief account.
After months, and possibly years of recruiting for Kona staff, there is finally an applicant list for a
2/5 Time (weekend) Recreation Technician III position. The Department of Parks and
Recreation desires to have the funding for this position restored so that additional activities can
be offered at Kekuaokalani Gym.
In order to have that position filled quickly, we would like to request a waiver from the Finance
Committee and have this resolution heard at the Council meeting scheduled for July 25, 2007.

A. REQUEST:
Prepare a resolution to transfer $11,544 from the Council Contingency Relief account to the Recreation S&W
account (010.500.5507.01.011) to fund Recreation Technician III 2/5T Position no. 00-04042.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
During the Council's review of the FY 2007-08 Operating Budget, $11,544 was removed from Recreation
divisions budget and put into the Contingency Relief account. These funds had been designated for position
00-04042, Recreation Technician III 2/5T for the Kekuaokalani Gym in Kona.
After months, and possibly years of recruiting for Kona staff, we finally have a list for the 2/5 Time (weekend)
Rec Tech III position in Kona. The Department of Parks and Recreation desires to have the funding for this
position restored so that additional activities can be offered at Kekuaokalani Gym.

Re: Resolution No. 269-07 Transferring/Appropriating An Appropriation Out and From
the Designated Fund Account(s) and Crediting Same to a Designated Fund Account(s)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
