Aloha, Councilpersons:
First, I would like to thank and congratulate Councilwoman Ford for taking the lead on
this issue which is critical to public health and safety as well as environmental
integrity. And her willingness to fight for this legislation while being able to listen
and compromise with those interested in this issue from various angles is laudable.
I have an ag-based business in Holuoloa. 1 have seen first-hand what happens when the land
is graded Willy-nilly, when rain carries soil from land that is overly bulldozed, and what
a subdivision created by those who have no knowledge or care for natural forces can do to
that land as well as the connected ecosystems (which includes nearshore reefs affected by
runoff).
One look no further than the runoff debacles (especially ocean degradation) created by
Hokulia over the last several years to see what can happen when steep, intact land is re-
arranged by bulldozers.
This bill represents a well-thought out, well-intentioned, akamai plan that will better
insure that important federal laws are followed that will help prevent loss to life and
property when land is bulldozed and graded.
This legislation should be embraced by all of those people interested in maintaining
public safety and environmental integrity while fairly and intelligently using their land.
