Statement in Opposition to Bill 51
Dear Chairman Hoffman and Members of the Council:
1 am testifying today in opposition of Bill 51, Draft 4. Although much time has been spent during
the past weeks creating draft 4 this Bill is still a burden to the local individual kamaaina trying to
keep their lands in the family. This Bill creates burdens on local families wanting to subdivide or
build family housing on their property.
Bill 51 will add more cost to affordable housing projects of which this county administration has
promoted as its platform, but has not provided any affordable units or incentives to build units,
only added cost.
Solution:
I . Pass the original proposal by public works to be in compliance with FEMA.
2. Community Development Plan has had hundreds of hours spent on input from [he
community and professionals. Take all of the input and recommendations from the
Community Development Plan and the adhoc committee and pass a Community
Development Plan that addresses all of the issues with regional outlook.
Many of this council advocated a "pause" or moratorium on rezoning until the community
development plan can be reviewed. Why is this council not following its own mandate on other
related and significant issues?
