Chamber members are likely to be concerned that the measure might be overly restrictive for both existing property owners and new developments. It would be helpful to hear the opinions of qualified engineers on the effects of the measure and its practicality. For example, as a layperson, I am confused over the concept of the one-hour, 25-year storm but I assume the engineers and other professionals know what this means. It might help the layperson if this were spelled out a bit more. We aze all concerned about the safety of our communities and island in the event of a serious storm. We appreciate your efforts to protect us. I would urge, though, that before passage of this bill, we have public forums that present the pros and cons of this measure in simple terms so that we can make educated opinions and comment on the matter. The Hawaii Island Chamber of Commerce would be happy to work with Council to organize such a forum in East Hawaii. Respectfully submitted, Bazbaza A.
