The existing <br /> FIMA flood maps are reasonable and useful to determine existing <br /> areas, but new flooding problems are often developed by the <br /> creation of new construction grading for roads or subdivisions while <br /> the parties involved do not visualize these impacts. I am in favor of <br /> new regulations to improve flood control. Illegal grading must be <br /> stopped. No one should be allowed grade without proper permits. <br /> The impact of the present bill may create a huge problem for <br /> existing homeowners and future building. There should be adequate <br /> engineering studies to improve existing FTMA maps. Away to <br /> determine the impact of new developments on other properties, and <br /> the over all areas of our island by a new improved planning review <br /> process. The idea that insurance company would love this bill <br /> because it would justify their way to get out of coverage for the big <br /> island is obvious and a possible unfortunate result. <br /> I support the AIA recommendations on this matter and hope <br /> the council does not rush this proposed bill without proper scientific <br /> <br /> and engineering study. I do not support approval at the present <br /> time. I ask the council to reject this bill until further review has been <br /> <br /> accomplished.
