Dear Council Members
As a professional architect here in the big island of Hawaii, my
opinion is that the proposed P 51 is a defective bill due to the
decision to claim the entire big island as a floor zone. The existing
FIMA flood maps are reasonable and useful to determine existing
areas, but new flooding problems are often developed by the
creation of new construction grading for roads or subdivisions while
the parties involved do not visualize these impacts. I am in favor of
new regulations to improve flood control. Illegal grading must be
stopped. No one should be allowed grade without proper permits.
The impact of the present bill may create a huge problem for
existing homeowners and future building. There should be adequate
engineering studies to improve existing FTMA maps. Away to
determine the impact of new developments on other properties, and
the over all areas of our island by a new improved planning review
process. The idea that insurance company would love this bill
because it would justify their way to get out of coverage for the big
island is obvious and a possible unfortunate result.
I support the AIA recommendations on this matter and hope
the council does not rush this proposed bill without proper scientific
and engineering study. I do not support approval at the present
time. I ask the council to reject this bill until further review has been
