Angel Subject: Please support Bill 51 (Draft4) Relating to Stormwater Management Re: Bill 51 (Draft4) Relating to Stormwater Management Amends Chapter 27, Flood Control, Hawaii County Code 1983 (2005 Edition), as Amended, Relating to Stormwater Management . {Updates Chapter 27 to conform with Federal Insurance program standards and increases regulation of flood areas Aloha, Councilpersons: First, I would like to thank and congratulate Councilwoman Ford for taking the lead on this issue which is critical to public health and safety as well as environmental - integrity. And her willingness to fight for this legislation while being able to listen and compromise with those interested of varying views on the issue, yet maintaining her initial premise of land and safety protection, is laudable. I have an ag-based business in Holuoloa. I have seen first-hand what happens when the land is graded Willy-nilly (and without permit or oversight), when rain carries soil from land that is overly bulldozed, and what a subdivision created by those who have no knowledge or care for natural forces can do to adjacent land and connected ecosystems (including nearshore reefs affected by runoff). One look no further than the runoff debacles (especially ocean degradation) created by Hokulia over the last several years to see what can happen when steep, previously natural land is wrenched and re-arranged by bulldozers. This bill represents a well-thought out, well-intentioned, akamai plan that will better insure that important federal laws are followed so that loss to life and property due to improper land use is minimized. This legislation should be embraced by all of those people interested in maintaining public safety and environmental integrity while fairly and intelligently using their land.
