The Honorable Pete Hoffman
Council Chair
Hawaii County Council
25 Aupuni Street, Suite 209
Hilo, Hawaii 96720
Dear Councilmember Hoffinan:
Subject: Ginger Patch DP, LLC, Change of Zone (REZ 06-000052), RS-10 to CN-40,
Hilo, Hawaii, TMK: (3) 2-2-039:57, 68 and 69
The enclosed news articles in the Hawaii Tribune Herald published on May 15 and 16, 2007
regarding statements quoted from a Traffic Impact Analysis Report (TIAR) for the subject
rezoning caught us by surprise. We are concerned by the impacts of the development on the
Kanoelehua Avenue/Puainako Street intersection and the Puainako Street/KTA mauka driveway.
To date, we have not received the TIAR that we requested in our letter, STP 8.2353, dated
December 12, 2006 (enclosed). We respectfully ask the County Counci] to defer action on the
Council Planning Committee's recommendation to approve the Ginger Patch rezoning until we
have the opportunity to review the TIAR and recommend conditions of approval to mitigate its
impact on our roads. To speed our review process, two copies of the TIAR should be sent to me
and one to Stanley Tamura, District Engineer, Highways Division, 50 Makaala Street, Hilo,
Hawaii 96720.
Th you onsidering our request.

BARRY F AGA
