But I can't understand why developers, architects, engineers or anybody would be against the best flood control management that the County can muster. Certainly profit motive cannot be a reason over the sense of ohana for the Island. FEMA and National Flood Insurance Program encourage governmental entities to develop local standards that exceed their minimum. This is not exclusively a singular issue for any district; flooding occurs anywhere and for the most part, one shoe does fit all. There was an advertisement years ago in which a mechanic pushing oil filter change touted the audience with the phrase, "You can pay me now or you can pay me later." This is an instance where proper regulation now will save much in the future when obvious solutions may not be possible and therefore will be outrageously expensive with over-development.
