Thatlk }you for the defexrirlg action on the subject request until completion of our review of [he
Traffic [mpact Analysis Report {TIAR) for the subject project.
After review of the TIAR we recommend further deferral of the zone request from single family
residential to neighborhood commercial until the applicant adequately addresses our following
CORCerRS=
1. 'Che trips generated to and from the proposed project will increase traffic congestion and
conflicts from vehicle turning movement in an area that already has undesirable traffic
conditions.
2. 'Che distance on Puainako Street from the proposed driveway on Puainako Street to
Kilauea Street is not long enough to allow for safe weaving movements to accornmodate
]efY and right turns at Kilauea Street for exiting vehicles. This situation will be intensified
after the wideing of Puainako Street between Ka[toelehua Avenue and Kilauea Street.
3. "ale proposed right-in, right-out driveway on Puainako Street will not prevent left turn
rovements. Historically, right-in, right-out driveways do not operate this way without a
raised median.
4. On the Location Map Figure 1 there are two entrances, one entranca is too close to the
intersection and th<; "delivery trucks only" entrance is not identified. Further, it is not
explained how a "delivery trucks only" driveway on Kekela Street would operate to
xlrevent use by the eneral public.

5. The TIAR does not recommend mitigation measures for the proposed project that will
preserve the capacity and safety on Puainako Strcet.
