This is in regards to your letter received on December 5, 1997, providing comments in regards to
the above-referenced Change of Zone request. Thank you for taking the time to express your
concerns on this application.
For your information, the Planning Commission, at its duly held public hearing on
December 4, 1997, voted to send a favorable recommendation of the request to the County
Council, who is the final decision-making body for change of zone applications.

Subject: Change of Zoning Application
Single Family Residential (RS- l5) to Village Commercial (CV-7.5)

Dear Ms. Goldstein:
My name is Joan Coupe and I own a residence and an agricultural property mauka of the subject
parcel (TMK 8-1-002:059 & 8-1-002:073). My family has lived on the property for the past
sixty-six years. I received a letter from Mr. Gregory Mooers asking for my comments regarding
the proposed rezoning of the subject parcel.
The letter indicates that this zoning request is being made to allow the properties' existing usage as
a meat cutting store to be in compliance with current zoning laws. I have no objection to this
request provided that the rezoning be conditioned on limiting the parcel to that specific use. A
unilateral agreement or some such agreement should be adopted which runs will[ the land so that
no other use is permitted on the subject parcel.
The property has been used as a slaughter house and meat market since [he 1940'x. The initial use
was carried out as pazt of th:; Greenwell ranch's cattle operation. After the ranch operation ceased
to exist the slaughter house and meat market continued to operate under separate ownership. More
recently the slaughter house has been tom down. Since this type of use is not compatible with
residential areas and is normally restricted to I-2 industrial districts I feel it would not be
appropriate to allow this use on the property since it no ]onger is in support of the cattle ranch.
While I do not object to the continued use of thix site as a meat market, because it was grand-
fathered under present zoning laws, I do not believe that a general commercial use of the property
is appropriate. The introduction of general commercial use would be tantamount to "spoC" zoning
within a residential and agricultural district. This would not constitute good community planning.
While increased market demand may someday move the commercial boundaries of Kealakekua
town to include the subject property, that time frame has not yet arrived. Before a general

commercial designation can be granted, serious study must be given to traffic, market, adequacy of
infrastructure and general environmental considerations. One additional concern is the effect an up
zoning will have on property taxes to the surrounding community. If the property is not given
unrestrictive general commercial use then the conditional use of the property should help to
maintain lower property values.
in closing I ask that the Planning Department carefully consider our request to condition the zoning
to the express intent of the zoning request which is to allow the existing use to comply with the
current zoning district. If the County does not have the legal means to meet such a requirement
then the zoning request should be denied.
