RESOLUTION NO. 277 07
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPOPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S) FOR THE PAHOA SKATEPARK
WHEREAS, a corps of 12 highly-skilled volunteers has worked more than a 1,000 hours
setting forms and shaping concrete for the Pahoa Skatepazk; and
WHEREAS, the Puna Friends of the Parks board members and volunteers scoured the
community for donations of equipment to transport fill and base course and to find some of the
needed machinery and equipment without cost; and
WHEREAS, the County of Hawaii provided to Puna Friends of the Pazks $90,000,
$45,000 came from grants from Tony Hawk, Wal-Mart, the Atherton Family Foundation, and the
Cooke and Castle Foundation, and another $5,000 was donated by various community groups for
a total of $140,000 of funding to date; and
WHEREAS, a large deposit of blue rock under the site had to be removed and Puna
Friends of the Parks was required to rent excavation equipment for several weeks longer than
expected; and
WHEREAS, there was a 10 to 20 per cent increase in the cost of fuel and building
materials just as the project began; and
WHEREAS, the Pahoa Skatepark designer, Ryan Welter, far exceeded his contract in the
number of hours spent directing the project; and
WHEREAS, the project is 85 per cent complete and the community namely our young
people who are deprived of recreational opportunities in Puna are anxiously awaiting the
opening of the Pahoa Skatepazk; and
WHEREAS, the Puna Friends of the Parks needs an additional $26,400 for more
concrete to pour the final ramps, to construct a sidewalk, and to pay for equipment rental and
fuel to complete the project; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Capital Project Fund - G and then to Park Improvement Projects -Council District 5 as a
grant to the Puna Friends of the Park, a nonprofit 501(c)3, to be used for the completion of the
Pahoa Skatepark; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of the Department of Parks and Recreation and Director of Finance and
that the Director of Finance is hereby authorized to make the necessary transfers in accordance
with the terms of this resolution.
