Comm. 519: APPOINTMENT OF GUNTHER F. MENCH OF COUNCIL DISTRICT 9 TO THE
COUNTY OF HAWAII HIGHWAY SAFETY COUNCIL
From Mayor Harry Kim, dated June 29, 2007, informing the Council of the appointment
of the above individual. Mr. Mench is a 14-year resident of Hawaii who is the present
owner of the Harbor Gallery in Kawaihae. He is a member of the South Kohala Traffic
Safety Committee, the Kawaihae Local Resource Council, the Superferry Advisory Board
and a moderator with Hokuloa UCC. Mr. Mench states that he is not affiliated with any
political party and will serve a term con-terminus with Mayor Kim.
Comm. 536: AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 15, SUBSECTION 2-91.1(c),
(Bill 131) HAWAII COUNTY CODE 1983 (2005 EDITION), AS AMENDED, RELATING TO
THE DISCLOSURE OF FINANCIAL INTERESTS (increases the requirement of
propertv disclosures and reflects the increases in salaries and market values of assets)
From Council Chairperson Pete Hoffinann, dated July 13, 2007, transmitting the above
bill, which reflects amendments to financial disclosures, as requested by the Hawaii
County Board of Ethics. Attaches a letter from the Board of Ethics, dated December 27,
2006, explaining the proposed amendment.

OF ETHICS (exempts "Officers" who have been appointed as members of boards or
commissions with only advisory powers and functions from filing financial disclosuresl
From Council Chairperson Pete Hoffmann, dated July 13, 2007, transmitting the above
bill. Attaches an opinion letter from Lincoln S. Ashida, Corporation Counsel, dated
January 4, 2007, substantiating the proposed amendment.

Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist {Article 15, §2-91.3(b), Hawaii County Code}. A lobbyist means "any
individual engaged for pay or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." {Article 15, §2-91.3(a)(6), Hawaii
