Your Committee on Public Works & Intergovernmental Relations, to which was referred Bill No. 121,
reports as follows:
Bill No. 121, transmitted by Director Bruce McClure, Department of Public Works ,via Communication
No. 504, dated June 27, 2007, amends Hawaii County Code, Chapter 24, Article 10, Division 2, Moving
Vehicles, Section 24-265, Schedule 12, Yield locations under (c) South Hilo be amended by adding new item
as follows:
SECTION 1. Chapter 24, Article 10, Division 2, Section 24-265, Schedule 13 (Yield locations),
subsection (c) South Hilo, of the Hawaii County Code, 1983 (2005 Edition), is amended by adding the
following, to be appropriately numbered and to read as follows:
Kilauea Avenue, north bound, at Bridge No. 22-7, approaching
Haihai Street.
Mr. Ron Thiel, Director, Traffic Division, stated that this proposed measure was based upon safety for the
public. Your Committee expressed concerns in regards to a one-lane bridge being utilized by motorists as a
two-lane bridge. Also expressed was the concern in educating the public of the change in yielding to
oncoming traffic proposal. As requested by Your Committee, Mr. Thiel will provide data to the Council
meeting in reference to the existing traffic congestion to the bridge.
Your Committee on Public Works & Intergovernmental Relations is in accord with the purpose and intent of
Bill No. 121, and recommends it pass first reading.
