Your Committee on Finance, to which was referred Bill No. 119, reports as follows:
Bill No. 119, transmitted by Director of Finance William Takaba, via Communication No. 502, dated
June 26, 2007, amends Ordinance No. 07-82, as amended, relating to Public Improvements and Financing
thereof for the Fiscal Year July 1, 2007 to June 30, 2008, is hereby amended by establishing the following
program appropriations:

Local Road Improvements $4,000,000
TOTAL $7,200,000
This measure appropriates the fifth and final increment of the fuel tax increase established by Resolution
Nos. 192-97 and 241-98. Projected revenues are being allocated utilizing the same distribution method as
Increment 4 (based on each district's percent of miles of local streets), except that road mileage
calculations now account for all roads maintained by the County. Previously, calculations excluded
FHWA roads and FHWA funds were used to maintain these roads. Presently, FHWA funds are used
basically for new construction, safety and capacity upgrade and not for maintenance projects.
Resurfacing projects for all County roads are now entirely funded through fuel taxes.

Galen Kuba, of the Department of Public Works, will provide the necessary information in regards to the
high unit cost of Asphalt Concrete (AC) in certain West Hawaii districts, to which a Cost Adjustment
Formula (CAF) is used to equalize the purchasing power of AC among all districts. The CAF determines
the amount of money to be transferred from districts that aze able to buy AC at East Hawaii rates to those
districts that must purchase AC at the higher West Hawaii rate. Mr. Kuba is to provide this information
at the next Council meeting.
Your Committee on Finance is in accord with the purposes and intent of Bill No. 119 and recommends it
pass first reading.
