Subject: Bill 116 -Exemption from Permit Fees
Honorable Council Members:
The Hawaii Island Community Development Corporation (HICDC) requests that the low
income self help builders participating in our program be exempt from building,
electrical, and plumbing fees under Bill 116. We further request that all rental or for sale
projects in which HICDC is the developer or general partner be similarly exempt from
building, plumbing and electrical permit fees.
To date, the Hawaii Island Community Development Corporation has worked with low
income families to complete 214 self help houses azound the island as well as five (5)
rental projects comprised of 158 units for low income seniors.
For the self help families an exemption of permitting fees would reduce their costs. For
renters it would mean less financial resources would be necessary to complete the
projects and therefore extending the reach of the available funding to assist more renters
in the future.
The efforts of the county to increase and facilitate the production of affordable housing
have been of great assistance to us in the past. We look forward to continuing this
relationship and hope that you will look favorably on our request.
