Aloha,
I would like to express my support of the motion to approve Bill 51, Draft 4 as amended by
Communication 176.119. As a resident ay Kona Sea Villas I am all too aware of the power of mother
nature and the damage that torrential rain can cause. I would like to add that the notion that a
developer is not responsible for runoff after it leaves his development lacks the logic of sanity. I have
friends who are developers on the mainland who cannot believe how haphazardly developmental
approvals are handed out here on the Big Island. Please vote to approve Bill 51, Draft 4 as amended
by Communication 176.119.
