Good morning. My name is Lillian Fox and I am here today in the <br /> capacity of President of the Alii Lani Homeowners Association. I am <br /> also the disaster preparedness coordinator for this association. <br /> Alii Lani is made up of 1,000 residents who live next to the Waiwa <br /> flood plain. Since there are going to be at least 6 developments that <br /> are poised to be built, all in or next to this flood plain from mauka to <br /> makai, we are directly affected by what happens here today. <br /> Bill 51, draft 4 as amended by communication 176.119 must be <br /> passed. No matter how expensive this might be to implement, it will <br /> not be nearly as expensive as fixing a washed out road or a flooded <br /> out community should this bill not be passed. Each of these <br /> developers is only concerned with their development. How it impacts <br /> the other communities down the hill is not their responsibility. This is <br /> a disaster, which WILL happen. <br /> As I am writing this letter there have been 3 inches of rain that have <br /> fallen in less than 2 hours in my rain gauge, as a result of Tropical <br /> Depression Cosme. Our storm drains are also overflowing. Think <br /> about how terrain will react when the acreage is grubbed and <br /> graded, houses built with roofs that will have runoff and streets <br /> paved that will run off into drains that will NEVER adequately handle <br /> even a 3 inch rain. What has been done in the past is criminal. To <br /> allow it to continue unchecked is equally criminal. <br /> For the County Council to allow this bill to fail is the same as allowing <br /> the special interest groups to have their way.
