SUBJECT: Bill 121 An Ordinance amending Chapter 24, relating to Vehicles and Traffic
(proposed yield location at Kilauea Avenue Bridge Number 22-7 approaching Haihai Street.
The information requested is attached and consists of the following:
1. Aerial view of the proposed yield change location at Kilauea Avenue Bridge.
2. Traffic counts of the existing conditions during the afternoon peak hour between 5
and 6 pm July 17, 2007.
3. Traffic counts of the existing conditions during the morning peak hour between 7
and 8 am July 18, 2007.
4. Traffic animation showing worse condition for existing conditions in PM peak
hour.
5. Traffic animation showing worse condition for proposed conditions in PM peak
hour.
CONCLUSIONS:
Reversal of yield condition will eliminate congestion at the intersection of Haihai Street and Kilauea
and will cause a queue in the northerly direction of five to six vehicles. There is 1100 feet from the
bridge to the cross road to the highway which can handle a queue of 44 vehicles.
