Dear Chairman Arakaki:
Re: Bill No. 252
Pursuant to Hawaii County Charter (1991), Section 3-12, I am
disapproving Bill 252 relating to the restriction of peddling
at the Waipio Valley lookout area.
I recognize the problem that this bill seeks to address. I,
too, am concerned about the congestion which sometimes occurs
in the Waipio Lookout parking lot.
In these economically depressed times, however, I cannot
support a measure which will cripple those citizens who have
displayed the energy and initiative to start small business
ventures to support themselves and their families, rather than
rely on benefits from government programs.
