Your Committee on Finance, to which was referred Resolution No. 236-07, reports as follows:
Resolution No. 236-07, transmitted by Director of Finance William Takaba, via Communication No. 473,
dated June 6, 2007, authorizes the Office of the Mayor to enter into an agreement with the United States of
America for the Justice Assistance grant.
The U. S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, as part of its
Edward Byrne Memorial Justice Assistance Grant Program, has allocated funding to the County of Hawaii.
These funds aze for the support of law enforcement, prosecution, prevention and education, corrections, drug
treatment and planning, evaluation and technology improvement programs.
The Hawaii County Police Department will be administering the Justice Assistance Grant (JAG) project that
will benefit its department. They would like to start a Documents Management System, utilizing the DVD
storage, to replace their present system of microfilming police reports and to purchase a new portable
Alternate Light Source kits that will enhance trace evidence detection at crime scenes.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with federal or state governments respecting action to be taken pursuant to
any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection
with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 236-07 and
recommends its adoption.
