RESOLUTION NO. 291 07
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, the United States Environmental Protection Agency passed a law which
states that all existing lazge capacity cesspools were to be closed by Apri15, 2005; and
WHEREAS, Mr. Dennis Tulang, from Oahu, has been assisting the County of
Hawaii for the past four yeazs with disconnecting residential homes from large capacity
cesspools, and for over a year now his services has been at no chazge; and
WHEREAS, given that Mr. Tulang has volunteered his time and knowledge to assist
the constituents of Council District 3, all travel and meal expenses incurred while working on
this project were paid for by the County through Contingency Relief funds from Council
District 3; and
WHEREAS, on May 17, 2006, $1,500 was appropriated via Resolution 361-06, and
on Februazy 7, 2007, $2,000 was appropriated via Resolution 42-07; however, half of the
funds from the last transfer lapsed at the end of Fiscal Year 2006-2007; and
WHEREAS, additional funds are needed so that Mr. Tulang may continue to assist
the remaining homeowners who are still connected to a large capacity cesspool; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated
to the Office of the County Clerk to fund all reimbursements for travel and meal expenses
incurred by Mr. Dennis Tulang for Fiscal Yeaz 2007-2008; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transferred/appropriated asset forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Finance and that the Director of Finance is hereby authorized to
make the necessary transfers in accordance with the terms of this resolution.
