With the increased traffic volume generated by the Mohouli Street Extension, traffic flow has become impaired and compromised at the Mohouli-Kumukoa intersection. The new traffic signal system proposed for that intersection will significantly improve both safety and traffic flow for vehicles and pedestrians. Due to the urgency of awarding the contract for this project, the Department of Public Works is requesting a waiver from the Finance Committee and have this bill heard at the next Council meeting scheduled for August 15, 2007. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Because of increased traffic volume generated by the Mohouli Street Extension since its completion in 2002, traffic flow has become impaired and compromised at the Mohouli-Kumukoa intersection. Congestion is being caused by left turn movements from and onto Kumukoa Street. The new traffic signal will significantly improve both safety and traffic flow for vehicles and pedestrians who traverse the intersection on a daily basis. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action.
