Curtis Tyler III, Councilmember <br /> County of Hawaii <br /> 77-63y9 Nalani St., Ste #104 <br /> Kailua-Kona, HI 96740 <br /> dear Councilmember Tyler: <br /> Thank you for receiving my comments at the Finance Committee <br /> hearing regarding elimination of the Wastewater billing <br /> proceedure based upon water consumption. <br /> ~~s I stated, my objection to wastewater charges based upon the <br /> amount of water used does not accurately reflect useage of the <br /> ;a~t~,~atcr system because water used for irrigation, the swimming <br /> X001 and other outdoor purposes does not enter the wastewater <br /> system. <br /> The amount of water used for irrigation is determined by the <br /> climate, size of yard and plant materials which puts dry climate <br /> and well landscaped homes at a severe disadvantage. The lowest <br /> amount of water we used was 1-7-97 to 3-6-97 at 61,000 gallons. <br /> The highest amount was from 7-7-97 to 9-7-97 at 80,000 gallons <br /> during the warmer season. In the latter period our water bill <br /> was $206.52 and the wastewater bill was $234.26. The combined <br /> cost of water and sewer of $440. per billing cycle is far too <br /> much and would tend to discourage development of high quality <br /> homes in Kona and other dry climate areas. This means less <br /> money in property taxes for the County and less money invested <br /> in the local economy. <br /> I urge you to change the method of assessing wastewater charges <br /> to a more rational and fair system. <br /> Very truly yours, <br /> i/~/ ~ ~ <br /> Robert B.
