dear Councilmember Tyler:
Thank you for receiving my comments at the Finance Committee
hearing regarding elimination of the Wastewater billing
proceedure based upon water consumption.
~~s I stated, my objection to wastewater charges based upon the
amount of water used does not accurately reflect useage of the
;a~t~,~atcr system because water used for irrigation, the swimming
X001 and other outdoor purposes does not enter the wastewater
system.
The amount of water used for irrigation is determined by the
climate, size of yard and plant materials which puts dry climate
and well landscaped homes at a severe disadvantage. The lowest
amount of water we used was 1-7-97 to 3-6-97 at 61,000 gallons.
The highest amount was from 7-7-97 to 9-7-97 at 80,000 gallons
during the warmer season. In the latter period our water bill
was $206.52 and the wastewater bill was $234.26. The combined
cost of water and sewer of $440. per billing cycle is far too
much and would tend to discourage development of high quality
homes in Kona and other dry climate areas. This means less
money in property taxes for the County and less money invested
in the local economy.
I urge you to change the method of assessing wastewater charges
to a more rational and fair system.
