The Traffic Safety Coordinator position was created to address impaired driving and the resulting traffic injuries and deaths. The position was to facilitate the development of a County of Hawaii Driving Prevention Task Force; to serve as the liaison for the Police Department between the community and other government agencies regarding impaired driving program; and to evaluate the Intoxilyzer program and the Administrative Revocation Procedures to improve the conviction rate. The Police Department has been informed that the grant funding for this position will be ending in September 2007. However, the County plans to continue the funding of the Traffic Safety Coordinator and change its status from temporary to permanent. This position (position #4494) was developed to address impaired driving and the resulting traffic injuries and deaths and is presently funded by the State's Safe Communities Grant. Due to multiple personnel movements throughout the fiscal year, there should be sufficient funds in the Department's various Regular Salaries and Wages accounts to fund the needed $30,393.00. B. This position has been very successful in developing the Hawaii County Impaired Driving Task Force, which is comprised of various agency representatives, politicians and public members. The Task Force has aggressively worked on educating the public through the various media regarding traffic safety. This position was developed to address impaired driving and resulting traffic injuries and deaths, to include the development of an Impaired Driving Task Force, education initiatives, and serve as the Police Department's liaison with the other government agencies, such as the Prosecutor's Office, Department of Health, State Department of Transportation, and the public. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc.? No, our current Traffic Services will be reorganized, and staff in the Driver License and Periodic Motor Vehicle Inspection programs will be transferred to the Finance Department effective July 1, 2007. The positions will leave a huge void in this section, and other duties that are currently assigned to several positions, will have to be reassigned to the remaining two County positions. As this position has been created as a Civil Service position and determined to be a productive asset to the department, trying to fill it on a short term contract or temporary appointment would not be in the best interest of the department, the Impaired Driving Task Force, and community. Use productivity measurements where possible.): The position has been successful in developing the Hawaii County Impaired Driving Task Force, comprised of various agency representatives, politicians, and public members. The Task Force has aggressively worked on educating the public through the radio, newspaper, and television, regarding traffic safety. The department, through the position, has developed partnerships with private companies to sponsor advertisements and help publicize the programs. This position has also worked closely with the MADD (Mothers Against Drunk Drivers) organization to participate in media events, roadblocks, and other traffic programs to raise the awareness for the fatalities and serious injuries, caused by impaired drivers. Participation by schools in these programs have heightened the awareness of the public, to iriclude the teenagers/young adults, who are the highest age group injured as a result of impaired drivers. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Creating a sworn position to assist the Traffic Enforcement Unit, would take much longer to fill and cost a minimum, $917 more per month. This is not realistically feasible, when we have so many vacancies in the department. 5. Why were manpower needs not planned through budgetary process? We are attempting to address this position and funding effective October 1, 2007, through this budget process. 6. List other rationale or pertinent statements and data: By converting this position to be County-funded, we will be able to have another position in Traffic Services to cross train and be the back-up, when the lone Senior Clerk Stenographer is on leave.
