RE: Request to Discuss Proposed Amendments to the Hawaii
County Council Rules
I would like to request that the Hawaii County Council discuss possible amendments to
our Council Rules. I ask that this topic be placed on the agenda of a future committee
meeting that you deem appropriate. Some specific examples of possible rule amendments
include, but are not limited to, the following:
1. Revising Rule No. 28, subsections 2 and 3, to reflect the recent appropriation
increase for each council district's Contingency Relief and District Allowance
Expense (DAE).
2. Amending the deadline for submission of written testimony from the public to
12 noon the day prior to the hearing. This would help to provide Council
Members with additional time to read testimony before the hearing rather than
reading much of the testimony at the hearing.
3. Publish agendas/notices in the local newspapers. Not everyone has access to a
computer to view the agendas/notices on the County website.
4. Enforcing or amending Rule No. 20, subsection 9, which states, "No Council
Member may speak longer than five (5) minutes, nor may any member speak
more than twice on the same question without leave of the Chairperson, subject to
an appeal to the Council, unless the Council Member is the maker of the motion
or sponsor of the matter pending, in which case the Council Member may speak
in reply, but only after every other Council Member choosing to speak has
spoken." Q

5. Revising the structure and scope of our committees to make it more efficient and
to improve the public's understanding of the committees' purpose. Some specific
examples include:
a. Sepazating the Committee on Public Safety and Pazks and Recreation into
two committees.
b. Creating a new committee on energy sustainability.
a Separating the Committee on Human Services and Economic
Development into two committees.
d. Sepazating the Committee on Public Works and Intergovernmental
Relations into two committees.
e. Creating a new committee on transportation issues.
