Dear Chairman:
I would first like to commend the present County Council for its viability, its
independent thinking regazding our Hawaii County's numerous concerns, functions,
infrastructures and property developments. Then too, I would also like to praise
Councilman Dominic Yagong for his courageous foresight in taking necessary steps
towazd effecting the composition of the County Council. That resolution on his part has
in my opinion resulted in a reasonable and functional group of dedicated and elected
legislative assembly.
Many of us (who were born and raised on the Big Island) have been apprised of
various azguments, differences of opinions and partial decisions relating to the issue of
the County of Hawaii purchasing 150-acres of Punaluu Black Sand Beach for a County
Pazk. However, in the recent past the Council members also discussed the subject of
instituting a reasonable set-back from the ocean frontage, where no buildings (whether
hotels, condominiums, or commercial structures) could be constructed and utilized.
As a former County Planning Commission, chairman (1968-70) I visualized the
special advantages in pursuing the foregoing action, i.e., if the County Council can
legally establish an ordinance, where the set-back for a regional and unique Punaluu
Pazk, one that would establish a 2,500-foot set-back distance from Punaluu Bay and
incorporate the 150 acres of land (that the Council had been discussing) that action
would save our taxpayers millions of dollazs. Furthermore, it would also save millions
more continuous expenditures by our County and relating to park maintenance,
insurance fees, salaries, etc. Then too, this transaction could be based upon the pazk-
site's historic qualifications - as being the only adequate and acceptable beach pazk in
the entire Kau District. Furthermore, it has appazently become the environmental haven

Some how, our County needs to preserve the pazk-site at Punaluu. It has been
such an entity as long as I can remember -including the County's Pavilion at Pu'umoa.
Yet, at the same time we must realize that the development group will oppose
continuous bureaucratic impedance. I am quite certain that the group, which would
desire to develop Punaluu into a viable resort would be glad to abide by any reasonable
pre-conditions set by our County Council.
The present postponement would provide enough time for the two parties to
confer (talk-story) on an acceptable compromise.
I still remember the Kau District of the past having been prosperous and heavily
populated. It can be that way in the future with more job opportunities being offered.
Let us give it a try!
