These projects are newly formed as a result of the discontinuation ofthe Kohanaiki Project. It will consist of design and construction for sewer infrastructure between the Kealakehe Wastewater Treatment Plant (KWWTP) to Hina Lani St., effluent reuse infrastructure between KWWTP and the Kohanaiki Development, a Sewage Pump Station (SPS) and sewage force main to convey wastewater to the Kealakehe WWTP, conversion of an existing Department of Water Supply (DWS) Tank for effluent reuse storage and pressurization system, and upgrade of the KWWTP to an R-1 effluent conversion facility. B. Projects aze to be funded by County Capital Improvement Project funds and State Revolving Fund loan with expected future reimbursement via a Community Facilities District (CFD) or Improvement District (ID). 2. Project Drivers: A. Approximately 1.6 MGD of R-2 Effluent from the Kealakehe WWTP is currently disposed of via a Seepage Pit located mauka of the Kealakehe WWTP. B. The State of Hawaii, Department of Transportation, Highways Division (State DOT) currently has the fast-track Queen Kaahamanu Widening Design-Build Project, Phase II in the Request for Proposal (RFP) process with projected award of the RFP In August 2007. • Dovetailing of portions of the North Kona Sewer and the North Kona Effluent Reuse Upgrade projects with the State DOT project would result in significant cost savings for the project. o The project is a Design-Build project therefore design costs would be established as part of the bid process. o Construction Management of the project would be performed by the State DOT. o Permits (NPDES Construction Permit, SMA Permits, Conservation District Use Permit would be part of the State DOT project). o Since the Sewer and Reuse Infrastructure installation would be a part of the State DOT project, design of the roadway would already take into account installation of the infrastructure. o Contractor mobilization demobilization, traffic control, and Best Management Practices (BMP's) would be for the entire project versus just for installation of Sewer and Reuse Infrastructure. • Installation of Sewer and Reuse Infrastructure after completion of the State DOT project would result in tremendous negative impact to traffic flow in the area. Due to the significant costs and work involved, a phased approach is recommended. • Wastewater service to Hina Lani Street would become available in FY 10-11 or FY 11- 12 dependent on the length of the construction period. o Total costs for the Sewer Infrastructure is estimated at $21 M. • R-1 effluent reuse to the Kohanaiki azea would become available FY 11-12 or FY 12- 13 dependent on the length of the construction period. o Total costs for the Effluent Reuse Upgrade is estimated at $21.1 M.
