RE: RESOLUTION 285 07
Aloha Chairman Pilago and Committee members,
Mahalo Auntie Em for introducing this resolution.
I am here this morning to testify in favor of Resolution 285 07. I think it is important to delay
Council action on upzoning in Puna until our Puna Community Development Plan (PCDP) is
either adopted or Sept 1, 2008 arrives, whichever comes first. I like to think the PCDP will be
adopted first.
I believe that voting in favor of this resolution will give the people of Puna time to complete a
workable CDP that our community can live with. We are working on a plan that not only serves us
locally but also embraces the needs of visitors to our Island and those we interconnect with in
Kau and Hilo.
As you know land use, natural and cultural resource preservation, and transportation are hot
issues Island wide. By supporting this resolution you are saying to me that you are honoring and
appreciative of the community efforts invested in our PCDP process. You trust in us as we work
together with you to come up with solutions to current challenges.
Many involved in our PCDP process have expressed concern that the produce of the investment
of their time and talents may be bulldozed, so to speak, before the plan is presented. I share in
this concern.
I want to focus on developers for a moment. I was reflecting on how this upzoning delay might
effect them, and the interests of the investors that they are accountable to.
I got excited when I realized that the delay might in fact benefit them. I saw the benefit of them
having patience with their desire to move forward. Think about it. If they truly want to support and
make our Island a better place, it is likely that they are keeping up to date with the working group
reports and things coming out of the PCDP. As they do this they can see the direction and wants
of the Puna Community thus far. This gives them an edge on how best to make their investments.
I am hopeful that they will channel their resources into helping the people of Puna realize our
PCDPvision.
I hope they have a big return. I hope they profit not just monetarily, but also by the recognition
from our community for their willingness to provide for the wants reflected in our end produce.
Developers are all to often viewed as the bad guys on the Big Island. This can change!
Please vote yes to Resolution 285 07!
