HLPC is concerned that while there is recognition and discussion of the clear link between empoyment and attord.able
"workforce° housing, there is no discuasion of the simultaneously critical link between income end affordability. In orcu' to
address comprehensively the long-term issues and meet objectives for economic diversity and susCainability: quantity and
uualily employment opportunities; and community building with all components including and not hmitrXl to,
affordable/inclusionary housing, we must'
1. recognize Chat there is a distinct link between income and affordability:
2. develop initiatives end options that will invite employers to bring higher Income opportunity jobs into the
community; and
3. establish Incentives to ensure that an adeaua[e and sustainahle_houslnq inventory is established.
The Hawaii Leeward Planning Conference humbly requests that the Council revisit policy deve:opment on ettord;tble
housing and consider all of the contributing elements to this issue to ensure a sustainable policy that will endure t~reutlh
both good and difficuR economic times. HLPC is committed to partnering with the County to review all contributing factory
and identHy Components that will help in developing such a sustainable policy.
In the interim, absent a comprehensive discussion as noted above, the Hawaii Leeward Planning GonferenCH is opp9si;~c
to Bill No. 112.
