Dear Chair and Council Members:
1~'hile flood control is a worthy and adtnirable goal, the focus of this legislation should be
on NFII' compliance, mapping and appropriations of 16nding for the purpose of enforcing
of existing laws.
A camprehensive mapping initiative should be undertaken, the goal of which is to
designate special flood zones. What applies to Kona, does not apply to Hilo or Ka'u.
1 am deeply concerned about the impact this legislation will have on agricultural and
ecanarnic development of Ka'u and could likely stymie some recent gains. The net effect
will be to increase the cost of affordable housing, futlher encouraging sprawl, and
moving away from sustainability by forcing folks to work long distances from where they
wark.
W ithaut adequate funding for enforcement, this new legislation does not offer any
additianal "teeth" beyond existing legislation. What good are more layers of regulations
if they are not enforced?
Please immediately address the issue of NFIP compliance and take due care is assessing
the sweeping effects this legislation will have on the economy and all constituents of this
frauile island.
