Testimony on Bill 151
Aloha, Council Chairman Hoffman and Councilmembers:
We appreciate the time and effort Council has dedicated to this Flood Control issue.
We have reviewed various forms of the bills and the testimony that has been presented and find
compelling arguments among the comments by architects, planners, and other professionals. We
think the points raised by the Leeward Planning Conference, among others, merit cazeful
evaluation.
That said, we also understand the need for action to comply with the National Flood Insurance
Program.
Our recommendation is for Council to act on those parts that are required to comply with NFIP
immediately; after that pressure is relieved, take up any additional amendment proposals.
Hawaii Island Chamber of Commerce offers the Council whatever assistance we can provide.
