Re: Capital Budget
Enclosed is a bill for an ordinance adding the NAS Swimming Pool Renovation Project for
$250,000 to the Capital Budget. The NAS Swimming Pool is in dire need of repairs
throughout the facility. The repairs are necessary to prevent an unnecessarily long and
unplanned closure due to any failures or safety issues. This project includes improvements
to the swimming pool basin, addition of perimeter gutters, repairs to the existing return
water piping, replacement of the pumps, reroofing of the facility, and other related repairs
and improvements.

A. REQUEST:
To amend Ordinance 07-83, as amended, the Capital Improvement Projects budget, to create a new
appropriation in the amount of $250,000 entitled "NAS Swimming Pool Renovations".
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The NAS Swimming Pool is in dire need of repairs throughout the facility. The swimming pool basin's
exposed concrete floor surface is thoroughly worn exposing aggregate to swimmers' bare feet causing
discomfort and generating many complaints. The exposed concrete also jeopardizes the structural integrity
of the pool's embedded reinforcing and watertightness of the pool basin as concrete is a porous material.
The pool's circulation system is also antiquated in that it lacks a perimeter gutter system that would
contribute to proper skimming, filtration and circulation of the pool's water and provide for adequate
treatment and cleaning of the water. The pool's return water system and pumps also need to be replaced
due to age and recurring problems. The pool house roof is deteriorated due to extreme rusting and there are
leaks in several locations.
The NAS Swimming Pool is primarily and regularly used by seniors and youths hosting programs such as
water aerobics, learn to swim, swim lessons and other programs of P&R's Aquatics Division. The facility is
also used by the Fire Department for various training operations for recruits and other needs.
The facility provides a vital and important service to the community and the repairs are necessary to prevent
an unnecessarily long and unplanned closure due to any failures or safety issues.
