Re: Capital Budget
The County was recently notified that the availability of the State Water Pollution Control
Revolving Fund (SRF) Loan funding has been severely limited due to the award of SRF
funding for several City and County of Honolulu's projects, which has drained available
funding. It is anticipated that the County will only be awarded $2,000,000, instead of
$3,000,000, of SRF funding for the Komohana Heights Large Capacity Cesspool (LCC)
Replacement project. Also, recent geotechnical data for the project indicates the existence of
hard basaltic rock formations throughout the project area. Therefore the anticipated
construction costs will be higher than previously estimated. Previously, $350,000 was
appropriated for the County's share of this project.
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an additional
$1,308,000 to the County's share of the Komohana Heights LCC Replacement project. This
amount, bringing the total appropriation to $1,658,000, represents the increase in design and
construction costs and the replacement of the SRF funding for this project with County funds.

A. REQUEST:
Request to amend Ordinance 07-83 Capital Improvement Budget, to increase the appropriation for the
following project:
Komohana Heights LCC Replacement (110.699.5691.66) -County from $350,000 to $1,658,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data/Financial Impact Statement is attached.
The County was recently notified that the availability of SRF funding has been severely limited due to the
award of SRF funding for several City and County of Honolulu projects which has drained available funding.
It is anticipated that the County will be awarded $2,000,000 of SRF funding for this project rather than the
$3,000,000 originally hoped for.
Recent geotechnical data for the project indicates the existence of hard basaltic rock formations throughout
the project area. Therefore, it is anticipated that construction costs will be higher than previously estimated.
The additional $1,308,000 needed in G.O. Bond funding is estimated as follows:
1) Additional Design Services - $25,000
2) Sewer Construction -Additional $283,000
3) Replace SRF funding previously indicated on Project Data/Financial Impact Statement - $1,000,000
