Re: Capital Budget
The County was recently notified that the availability of the State Water Pollution Control
Revolving Fund (SRF) Loan funding has been severely limited due to the award of SRF
funding for several City and County of Honolulu's projects, which has drained available
funding. It appears SRF funding will not be available for the Kealakehe Wastewater
Treatment Plant Sludge Removal project. Previously, $600,000 was appropriated for the
County's share of this project.
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an
additional $4,000,000 to the County's share of the Kealakehe Wastewater Treatment Plant
Sludge Removal project. This amount, representing the previous SRF portion of this
project, brings the total appropriation to $4,600,000.

A. REQUEST:
Request to amend Ordinance 07-83 Capital Improvement Budget, to increase the appropriation for the
following project:
Kealakehe Wastewater Treatment Plant Sludge Removal (110.699.5696.08) -County from $600,000 to
$4,600,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data/Financial Impact Statement is attached.
The County was recently notified that the availability of SRF funding has been severely limited due to the
award of SRF funding for several City and County of Honolulu projects which have depleted available
funding. It appears that SRF Funding will not be available for this project.
The additional $4,000,000 in G.O. Bond funding is estimated as follows:
1) Replace SRF funding - $4,000,000
