Re: Capital Budget
Additional funding for the Kealakehe Wastewater Treatment Plant Aeration Upgrade
project is required since the proposed upgrade to the Kealakehe Aeration System will
entail replacement of existing blowers, expansion of the Operations building to house the
new blowers, electrical work for the upgraded blowers, replacement of aeration piping to
the existing lagoons, and replacement of existing air diffusers in the lagoons
It was previously thought that the funding of the Kealakehe Wastewater Treatment Plant
Aeration Upgrade project would come from the State Water Pollution Control Revolving
Fund (SRF) Loan, but it now appears funding will not be available for this project. The
funding will instead have to come from the County.
Enclosed is a bill for an ordinance amending the Capital Budget by adding the Kealakehe
Wastewater Treatment Plant Aeration Upgrade project for $1,950,000.

A. REQUEST:
Request to amend Ordinance 07-83 Capital Improvement Budget, to increase the appropriation for the
following project:
Kealakehe Wastewater Treatment Plant Aeration Upgrade (110.699.5696. ts) -County from $0 to
$1,950,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED}:
A Project Data/Financial Impact Statement is attached.
The County was recently notified that the availability of SRF funding has been severely limited due to the
award of SRF funding for several City and County of Honolulu projects which has drained available funding.
It appears that no SRF funding will be available for this project.
Additional funding for the project is also required since the proposed upgrade to the Kealakehe Aeration
System will entail replacement of existing blowers, expansion of the Operations building to house the new
blowers, electrical work for the upgraded blowers, replacement of aeration piping to the existing lagoons, and
replacement of existing air diffusers in the lagoons.
The additional $1,950,000 in G.O. Bond funding is estimated as follows:
1) Replace SRF Funding - $1,500,000
2) Design -Additional $450,000 due to the increased design requirements
