Due to the rapid development of the Kona area, a Master Plan for upgrading of the Kealakehe Wastewater Treatment Plant is required to ensure that a plan is in place for upgrading of the facility as flows to the facility increase. The Master Plan will integrate existing assets (headworks, lagoons, etc.) into the treatment system where possible to minimize capital costs for upgrades and will develop strategies for establishing an Effluent Reuse program in the area for disposal of plant effluent. REQUEST: Request to amend Ordinance 07-83 Capital Improvement Budget, to add the following project: Kealakehe Wastewater Treatment Master Plan - $500,000 County G.O. Bonds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): A Project Data/Financial Impact Statement is attached.
