Your Committee on Public Safety and Pazks and Recreation, to which was referred
Communication No. 520, reports as follows:
Communication No. 520, transmitted by Mayor Harry Kim, dated June 29, 2007, submits for
confirmation the appointment of Mr. Delbert Nishimoto of Council District 2 to the County of
Hawaii Veterans Advisory Committee.
Mr. Nishimoto is a lifelong resident of Hawaii. He is presently the East Hawaii field
representative for U.S. Senator Daniel K. Inouye. From 1964 to 2001, he was a construction
inspector with the County of Hawaii Depaztment of Public Works, Engineering Division.
Mr. Nishimoto is a board member of the American Heart Association-East Hawaii and the
Hawaii Shima Hiroshima Kenjin Kai. He is also a boazd member on the AJA Council of the
442nd Veterans Association of Hawaii. Mr. Nishimoto states that he is a Democrat. If
confirmed, he will serve a term to expire on December 31, 2011.
Mr. Nishimoto was present at the meeting via videoconferencing from the Hilo Council
Chambers. He expressed his appreciation for being given this opportunity and hopes to do well
for the 17,450 veterans on the Island of Hawaii. Mr. Nishimoto also stated that the Island of
Hawaii has the highest rate of elderly disabled veterans in the State.
Council Member Donald Ikeda stated that Mr. Nishimoto is a very honest and honorable man.
He also stated that Mr. Nishimoto is a veteran. Corporation Counsel Lincoln Ashida, on behalf
of the Mayor, asked the Council for their support.
Pursuant to Section 13-4(b), Hawai`i County Chazter, members of the Veterans Advisory
Committee shall be appointed by the Mayor and confirmed by the Council.

Your Committee on Public Safety and Pazks and Recreation recommends the confirmation of
appointment of Mr. Delbert Nishimoto to the County of Hawaii Veterans Advisory Committee
to serve a term ending December 31, 2011.
