Your Committee on Finance, to which was referred Resolution No. 109-07, reports as follows:
Resolution No. 109-07, transmitted by Council Member Bob Jacobson, via Communication No. 261, dated
March 19, 2007, modifies the Special Fuel Tax Program.
Pursuant to the provisions of Section 243-5, Hawaii Revised Statutes, enable, empower, and authorize the
Council of the County of Hawaii to determine the amount of the county fuel tax.
The purpose of this resolution is to eliminate the County fuel tax on biodiesel fuels containing twenty (20)
per cent or greater by volume of biodiesel will have a limited impact on highway fund revenues annually.
Your Committee expressed concerns about possible dumping of cooking oil, but Bazbaza Bell, Director of
the Environmental Management Department stated that this would be an incentive for businesses to dispose
of their cooking oil properly.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 109-07, and
recommends its adoption.
