Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 537, reports as follows:
Bill No. 132 transmitted by Council Chairperson Pete Hoffmann, via Communication
No. 537, dated July 13, 2007, amends Chapter 2, Article 15, Section 2-82(a)(8), Hawaii
County Code 1983 (2005 Edition), as amended, relating to the Code of Ethics.
At the July 24, 2007 Committee on Public Works and Intergovernmental Relations
meeting no one appeared to present public testimony.
Council Chair Hoffmann seeks the support of the Council on this amendment.
Ms. Renee Shoen was present and represented the Corporation Counsel.
At the request of your Committee, Deputy Corporation Counsel, Ms. Shoen will provide
a list of the Boards and Commissions which are advisory. This list should also provide
which Advisory Boards and Commissions are designated under the Charter or Code
before the next meeting.
Council Member Jacobson requested that Ms. Shoen check if anyone refused serving in
the advisory capacity due to the disclosure of financial interests.
Also, at the request of your Committee, a copy of the Board of Ethics minutes regarding
this amendment should be made available before the next meeting.
Council Chair Hoffmann stated a closer read of the January 04, 2007 letter from the
Office of the Corporation Counsel may help address some of these concerns.
For informational purposes, Council Member Jacobson voted kanalua.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill No. 132, and recommends it pass first reading.
