RESOLUTION NO. 332 0'7
RESOLUTION REQUESTING MAYOR HARRY KIM TO EXPAND, CLEAR,
BEAUTIFY AND IMPROVE GILBERT CARVALHO PARK.
WHEREAS, for decades, Gilbert Carvalho Park located in the District of South Hilo, has
been and continues to be an excellent venue for a variety of youth and adult softball, baseball,
basketball and volleyball leagues; and
WHEREAS, the gymnasium component of the park sponsors numerous youth and adult
leagues, community activities and programs; and
WHEREAS, the park pavilion plays host to a myriad of community and kumiai
functions for various clubs, associations, neighborhoods and communities throughout the county;
and
WHEREAS, the current allotted space for the Gilbert Carvalho Park is insufficient for
the multitude of users who frequent the park on a daily basis; and
WHEREAS, on May 26, 1999, Executive Order No. 3773 and Executive Order No. 3774
were signed by Governor Ben Cayetano; and
WHEREAS, Executive Order No. 3774 set aside for the county the 15.789 acres of land
comprising the existing Gilbert Carvalho Park; and
WHEREAS, Executive Order No. 3773 set aside for the county an additiona124.947
acres of land that is situated adjacent to the existing park site; and
WHEREAS, in recent years, public safety has become an issue due to lack of sufficient
and safe parking and the unsafe and unhealthy enviromnent caused by overgrowth of trees,
plants and other vegetation; and
WHEREAS, the area surrounding the park has become overgrown with trees and plants
and other vegetation, thus creating a haven for vermin, the homeless, and multiple illegal
activities; and
WHEREAS, there have been numerous requests from park users and members of the
surrounding neighborhoods and communities to clear away the under and over-growth to expand
and improve parking opportunities and park facilities; and
WIIEREAS, the clearing and beautification of both parcels would eliminate the
unhealthy environment and allow for expansion of Gilbert Carvalho Park to create a safer area
for walking, jogging, and biking trails, an area for picnicking, camping and similar activities, and
ample parking for park users; now, therefore,
BE IT RESOLVED BY TIIE COUNCIL OF TIIE COUNTY OF IIAWAI`I, that the
Council requests Mayor Harry Kim to expand, clear, beautify and improve Gilbert Carvalho
Park; and
BE IT FINALLY RESOLVED that a copy of this resolution be transmitted to the
Honorable Harry Kim, Mayor; William Takaba, Director of Finance; and Patricia Engelhard,
Director of Parks and Recreation.
