RE: An Ordinance to Initiate a Charter Amendment to Article V I, Chapter 4, of the
Hawaii County Charter (2000), Establishing Windwazd and Leeward Planning
Commissions
Transmitted herewith is an Ordinance to Initiate a Charter Amendment establishing a Windward
and a Leeward Planning Commission based upon judicial district boundaries and demarcated in
§4-1(1), Haw. Rev. Stat. Historically, because judicial districts are less likely to change as could
Council districts through reapportionment, implementing the concept of a windwazd planning
commission and a leeward planning commission based upon judicial districts assure
jurisdictional continuity in assessing and planning for future growth, services and infrastructure
needs.
The Ordinance proposes the following amendments to Article VI, chapter 4, Hawaii County
Charter (2000):
1. Adds references to a windward and a leewazd planning commission to section 6-4.1,
relating to Organization.
2. Adds references to the windward and leeward planning commission to section 6-4.2,
relating to Planning Director, and renumbers paragraphs.
3. Repeals section 6-4.3.
4. Adds a new section 6-4.3 (Windwazd Planning Commission)
5. Adds a new section 6-4-4 (Leeward Planning Commission)
6. Adds a new section 6-4.5 (Duties and Functions of the Windward and Leeward
Planning Commissions.
