The majority of additional costs are due to Federal and State Highways agencies <br /> imposing stricter design requirements that increased the pavement structure based <br /> on their long term projections on heavy truck traffic. <br /> 2. Use of Federal funding required the design to comply with State Highways <br /> standards for drainage improvements instead of originally planned County <br /> standards. <br /> 3. After several public hearings, landscaping requirements were increased in <br /> response to concerns of the community. <br /> 4. To preclude future reconstruction work and disruption of traffic after this project <br /> is completed, minor changes were made to accommodate future requirements of <br /> private developers and the upcoming Lindsey Road Improvement project. <br /> Funding for these changes must be included in the total project cost at this time. <br /> Parker Ranch, Waimea Center and the Keck Observatory will reimburse the <br /> County for improvements attributable to their developmental needs. <br /> The increase in project costs requested under this amendment to increase the project <br /> appropriation will be funded with Federal ISTEA monies. County matching funds have been <br /> previously approved to cover the changes detailed above. To properly track costs and receive <br /> reimbursements from the Federal government, the total project cost must be increased to cover <br /> the total actual construction contract cost, which is the purpose of the subject Bill. <br /> cc: ENG <br /> ADM <br /> ~f,o7.
