Re: Operating Budget
The Hilo Salvation Army, through the State of Hawaii Attorney General's Office, has
received funds through the State Legislature Act 40, Session Laws of Hawaii 2004,
designated for the Pahoa Weed & Seed program. The Hilo Salvation Army is awarding
$67,325 to the Hawaii County Police Department to perform certain services related to law
enforcement noted in the Pahoa Weed & Seed proposal. The Police Department will be
using these funds for overtime, travel to informational conferences, and to purchase
equipment, such as LCD projectors, Spyware, and laptop computers, to assist with the
objectives of this program.
Enclosed is a resolution to authorize the receipt and expenditure of the Hilo Salvation
Army's award of $67,325 and a bill for an ordinance amending the Operating Budget by
appropriating this award.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
The Hilo Salvation Army is providing an Agreement for Provision of Services from Act 40 Grant funds they
have received from the State Department of the Attorney General. These funds will assist in making Pahoa
safer by increasing prosecution of criminal cases, reducing criminal activity in the business district and
removing problem offenders from designated areas within the site. The department is receiving these funds
for overtime, travel to informational conferences and to purchase equipment such LCD projectors, spyware
and laptop computers to assist with the objectives in the grant.
