RESOLUTION NO. 334 07
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Envision Downtown Hilo 2025 (EDH 2025) Community-Based
Vision and Living Action Plan was developed through a grassroots effort in order to create a
unified vision for the future of Downtown Hilo; and
WHEREAS, Phase II, implementation of the plan, called for the creation of a new
volunteer committee called the VisionKeepers to keep the plan alive, visible, and off the
shelf; and
WHEREAS, the VisionKeepers have developed a support network with Lead
Solution Partners (e.g., County government, community organizations, etc.) who have
committed to helping with implementing the plan; and
WHEREAS, other Council districts working on their Community Development Plans,
or have yet to start, can benefit from the lessons learned from the development of the EDH
2025 Plan and its implementation process; and
WHEREAS, discretionary funds from Council District 4 will be appropriated to the
Planning Department and used to support the EDH 2025 VisionKeepers effort to continue
their role in guiding the implementation process and promoting the EDH 2025 Plan; including
implementing "Easy Wins", building leadership capacity of VisionKeepers, working
with/training Lead Solution Partners, and organizing the next Town Meeting; and
WHEREAS, the Planning Director is in concurrence with this transfer; now,
therefore,
RE IT RESOLVED BY T1FIE COUNCIL OF T1~IE COUNTY OF 1FIAWAI`I, that
the following amount is hereby transferred/appropriated as set forth below:

RE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Planning Director and Director of Finance and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
