Your Committee on Finance, to which was referred Resolution No. 273-07, reports as follows:
Resolution No. 273-07, transmitted by Council Member Dominic Yagong, via Communication
No. 549, dated July 19, 2007, authorizes the Mayor and the Director of Finance to negotiate a
five-yeaz lease agreement with the University of Hawaii at Hilo, College of Agriculture,
Forestry, and Natural Resource Management for the use of 120 acres of County land at
Koholalele (TMK (3) 4-2-5:001) in Pa`auilo, Hawaii, to conduct biofuel crop experimentation.
Dr. William Steiner, Dean of the University of Hawaii-Hilo College of Agriculture, Forestry,
and Natural Resources stated that federal funds aze available for biocrop cultivation, and this
measure provide the information to the farming community as to what crops will provide the
highest yields at the various elevations and climates.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 273-07,
as amended with Draft 2, and recommends its adoption.
