REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 21, 2007 RE: Comm. No. 571/Res. No. 288-07 <br /> PLACE: Council Chambers, Ben Franklin Bldg. <br /> TIME: 3:08 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 288-07, reports as follows: <br /> Resolution No. 288-07, transmitted by Council Member Emily Naeole, via Communication <br /> <br /> No. 571, dated July 26, 2007, authorizes the Finance Director to enter into negotiations for the acquisition of <br /> Cape Kumukahi in the District of Puna, Hawaii, identified by Tax Map Key:l-4-002:052. <br /> The Commission did forward its initial list to the Mayor on Apri15, 2006, establishing the purchase of Cape <br /> Kumukahi as a priority for purchase, noting the need both for recreational opportunities and for a regional <br /> coastal park in Puna. <br /> The Commission forwarded its updated list to the Mayor on December 27, 2006, establishing the purchase of <br /> Cape Kumukahi as the number-six priority, assigning it an 83 per cent criteria score. Cape Kumukahi is <br /> mentioned in the 2005 Hawaii County General Plan as an important site for protection. The Commission also <br /> noted the need to protect the threatened turtles at Cape Kumukahi, along with its value as being one of the few <br /> sand beaches in the region with shade. <br /> Pursuant to Section 2-218(a) of the Hawaii County Code, states, in pertinent part, "Where there are multiple <br /> lands under consideration at any one time, priority shall be given to coastal lands and lands where matching <br /> funding is available to leverage the County contribution." <br /> Pursuant to Section 2-217(4) of the Hawaii County Code, states, "The Commission shall give emphasis to land <br /> acquisitions where the County's contribution can be leveraged to obtain State, Federal and/or private funds." <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 288-07, and <br /> <br /> recommends its adoption. <br /> la <br /> Aves NOES A&E Ex Respectfully submitted, <br /> FORD X <br /> RIGA x COMMITTEE ON FINANCE <br /> HOFFMANN X <br /> IKEDA X <br /> JACOBSON X <br /> NAEOLE X <br /> PILAGO x DOMINIC YAGON H <br /> YAGONG X FC REPOT O 39 <br /> vosxlMOTO X ADOPTED: SEP B <br /> <br />
