Your Committee on Finance, to which was referred Resolution No. 292-07, reports as follows:
Resolution No. 292-07, transmitted jointly with Bill No. 141 by Director of Finance
William Takaba, via Communication No. 583, dated July 30, 2007, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii Department of the Attorney General,
pursuant to HRS 46-7, for a Specialized Investigative Training Grant for the Hawaii County
Police Department. The grant's purpose is to improve the department's ability to respond to
violent crimes against women through ongoing specialized training for the Juvenile Aid Section
detectives.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 292-07,
and recommends its adoption.
