Your Committee on Finance, to which was referred Bill No. 143 reports as follows:
Bill No. 143 transmitted by Director of Finance William Takaba, via Communication No. 586 dated
July 30, 2007 ,amends Ordinance No. 07-83, as amended, the Capital Budget, ending June 30, 2008, by
adding the following project:
ENVIRONMENTAL MANAGEMENT:
North Kona Effluent Reuse Upgrade -County [$766,000] $4,861,000

Funds for this anpropriation shall be Drovided from:
General Obligation Bonds, Capital Projects Fund - $4,095,000
Fund Balance and/or Other Sources
The design and construction of the North Kona Effluent Reuse Upgrade infrastructure is to be performed
as part of the State of Hawaii, Department of Transportation -Highway Division's (State DOT) Queen
Ka`ahumanu Widening Project -Phase II (Design-Build Project extending from Honokokau Hatbor to
Keahole Airport). Should installation of the North Kona Effluent Reuse Upgrade infrastructure occur
after completion of the State DOT highway widening project, there will likely be significantly higher
costs and tremendous negative impact to traffic flow.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 143, and recommends it
pass first reading.
